Sewer Construction

This Invitation for Tenders follows the General Procurement Notice for this project which was published on the European Bank for Reconstruction and Development’s website on 21 November 2007.

The Municipality of Surgutsky Rayon has received a loan from the European Bank for Reconstruction and Development (the Bank/EBRD) towards the cost of the Surgutsky Rayon Municipal Infrastructure Development Project. With the purpose to implement the Project the Surgutsky Rayon has established a Project Company (MUP “TO UTViV 1”) hereinafter referred to as the Employer.

The Employer now invites sealed tenders from contractors for the contract to be co-financed by the Bank’s loan and the Employer’s own means for construction of a new sewer collector.

The scope of works will include complete design, supply and installation of 2хDN 300 polymer pipes sewer (operating/stand-by) from Wastewater Pumping Station No.1 in Solnechny settlement to sewerage chamber No.4/5 (connection of the reconstructed pipelines before the crossroad of Surgut –Nefteyugansk highway in Barsovo town).
The anticipated time for completion is 14 months.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.

To be qualified for the award of a contract, Tenderers must satisfy the following minimum qualification criteria:

(a) Average annual turnover as prime contractor over the last three (3) years not less than Euro 1,000,000 (one million Euro) or its equivalent in convertible currency.

(b) Successful experience as prime contractor in implementation of at least two (2) projects estimated as not less than Euro 700,000 (seven hundred thousand Euro) equivalent. The projects implemented over the last five (5) years shall be of similar complexity and performed in similar climatic conditions as the tendered works..

(c) Access to, or has available liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to bear costs associated with the execution of the works under the Contract for a period of three (3) months, estimated as not less than Euro 200,000 equivalent.

(d) The Tenderer should demonstrate his strong financial position and long term profitability by providing audited balance sheets and profit and loss statements for last three (3) years.

(e) For Russian companies: all taxes due in the Russian Federation during the last two (2) years shall have been paid.

(f) Candidate for tenderer's proposed site manager shall have not less than five (5) years total experience, five (5) years experience of similar work, and three (3) years in a similar position (representative of the Contractor for similar contracts).

(g) Candidate for the proposed design manager shall have not less than five (5) years total experience, five (5) years experience of similar work, and three (3) years in a similar position (representative of the Contractor for similar contracts).

(h) The Tenderer should demonstrate that litigation and arbitration record of the Tenderer over the last five (5) years does not indicate a consistent history of awards against the Tenderer.

(i) The Tenderer should have or obtain prior to the Contract award all required licenses to perform design/engineering and construction works in the Russian Federation.

(j) The Tenderer should be certified for quality standard ISO 9001 (or equivalent) or should present his quality assurance plan to demonstrate quality assurance procedures, which shall be applied for the execution of works under the Contract.

In case the Tenderer is not a partner to any joint venture (i.e. the Tenderer may have subcontractors but is not a partner to any consortium established for the purposes of this tender), the Tenderer shall have own means for and be capable to perform at least 75 percent of total works under the Contract.

If the Tenderer is the Leading Partner of a consortium he shall have the ability to carry out at least 60 percent of the Contract Works by his own means. If he is another partner in a Consortium (not Leading Partner) he shall be able to carry out at least 40 percent of the Contract Works by his own means.

Tender documents may be obtained from the address below upon payment of a non-refundable fee in the amount of RUB 13,500 or Euro 400 including VAT 18%. Contractors wishing to receive the tender documents by courier are required to make a payment of a non-refundable fee in the amount of RUB 19,000 or equivalent in convertible currency, including VAT 18%. The documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

All the costs of effecting of payments shall be borne by the payer (tenderer).

All tenders must be accompanied by a tender security in the form provided in the Tender documents amounting to RUB 500,000 (five hundred thousand Roubles) or equivalent in convertible currency on the date of issuance.

Tenders must be duly completed and delivered to the office at the address below on or before 06 August 2008 at 12.00 (local time), at which time they will be opened in the presence of those Tenderers’ representatives who choose to attend. Documents, which are received late, will be rejected and returned unopened.

A pre-tender meeting shall be held at 10:00 (local time) at the address below on 23 June 2008, and those Tenderers who have purchased the tender documents are invited to attend.
