Sofia District Heating Rehabilitation Project

SUPPLY OF 703 DISTRICT HEATING SUBSTATIONS AND
ASSOCIATED SERVICES

This Invitation for Tenders follows the updated General Procurement Notice for this project, which was published on the EBRD's Web site on 13 March 2008. Toplofikacia Sofia AD hereinafter referred to as the Purchaser, intends using part of the proceeds of a grant from Kozloduy International Decommissioning Support Fund (KIDSF) towards the cost of Sofia District Heating Rehabilitation Project.

The Purchaser now invites sealed tenders from suppliers for the following contracts to be funded from the proceeds of the grant and own financial sources for the Supply of 703 District Heating Substations and Associated Services including delivery of substations, dismounting of existing substations, preparatory work in substations' rooms, installation, adjustment and commissioning of substations.

The supply of 703 district heating substations and associated services is divided into three (3) separate lots as follows:

Lot 1 refers to 250 substations located in DHR “Sofia” (central and north part of Sofia city) and DHR “Sofia east” (south-east part of Sofia city).

Lot 2 refers to 251 substations located in DHR “Sofia” (central and north part of Sofia city) and DHR “Luilin” (north-west part of Sofia city).

Lot 3 refers to 202 substations located in DHR “Sofia” (central and north part of Sofia city) and DHR “Zemlyane” (south part of Sofia city).

Tenders are invited for one or more lots. Each lot must be priced separately.

Tendering for contracts to be financed with the proceeds of the KIDSF grant will be administrated by the EBRD under the procurement rules of the EBRD and the KIDSF and is open to firms from eligible countries of the Fund. The eligible countries in accordance with the Rules of the KIDSF as of 1 March 2008 are: EU member states, Switzerland and all so called PHARE countries and the EBRD’ countries of operation.

Tender documents may be obtained from the office at the address below upon payment of a non-refundable fee of EUR 600 (EUR 500 + 20% VAT) to the following bank account:

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

The Purchaser will organize pre-tender meeting on 28 May, 2008 and encourages all prospective tenderers to take part in it. Following issues will be discussed on this meeting:

- detailed acquaintance with technical requirements;
- acquaintance with tender procedure;
- site visit for these tenderers, who wish

All tenders must be accompanied by a tender security of:

Lot 1 – EUR 27 000 (twenty seven thousand)
Lot 2 – EUR 27 000 (twenty seven thousand)
Lot 3 – EUR 20 000 (twenty thousand)
or its equivalent in a convertible currency.

Tenders must be delivered to the office at the address below on or before 27 June, 2008 at 2 p.m. (local time). Tenders will be opened on the same day at 2:10 p.m. (local time) in the presence of those tenderers’ representatives who choose to attend.
