Rehabilitation of 500 and 220 kV substations of Almatinskiye MES, Vostochnye MES and Tsentralnye MES branches

This Invitation for Prequalification follows the General Procurement Notice for this Electricity Transmission Rehabilitation Project, Phase II (Project) which was published in EBRD’s web-site (Procurement Opportunities section) on March 25, 2008 and updated on April 24, 2009 under reference: 5907-GPN-R1-38647.

The Kazakhstan Electricity Grid Operating Company (JSC KEGOC - the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Project.

The implementation of the Project will be divided into three separate packages (contracts):

1. Rehabilitation of 1150, 500 and 220 kV substations in Akmolinskiye MES, Sarbaiskiye MES and Severnye MES branches.
2. Rehabilitation of 500 and 220 kV substations in Aktubinskiye MES, Zapadnye MES and Shymkentskiye MES branches.
3. Rehabilitation of 500 and 220 kV substations in Almatinskiye MES, Vostochnye MES and Tsentralnye MES branches.

The Employer intends prequalifying firms and joint ventures to tender for the following contract(s) to be funded from part of the proceeds of the loan:

* Package No.3 - Rehabilitation of 500 and 220 kV substations in Almatinskiye MES, Vostochnye MES and Tsentralnye MES branches.

Applicants can be prequalified for one or more packages within the Project.

In case the Applicant wishes to participate in other packages a separate application shall be submitted under each of the packages.

Prequalification and tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms and joint ventures of firms from any country.

Prequalification documents may be obtained from the address below upon:

* Submission of an application to the Employer in writing clearly stating “Request for Prequalification Documents under the tender for Rehabilitation of 500 and 220 kV substations in Almatinskiye MES, Vostochnye MES and Tsentralnye MES branches, Electricity Transmission Rehabilitation Project, Phase II”;
* Payment of a non-refundable fee of two hundred (200) EUR or equivalent in a national currency at the rate of National Bank of Kazakhstan;

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.

The prequalification documents must be duly completed and delivered in sealed envelopes to the address below, on or before 3:00 p.m. 02 March, 2010. Documents, which are received late, may be rejected and returned unopened.
