INVITATION FOR PREQUALIFICATION

Beskyd Tunnel – Design and Construction for Civil Works and Track Works
Design and Installation for electrical and mechanical (E&M) Works

This Invitation for Prequalification follows the updated General Procurement Notice for this project which was published in Procurement Opportunities on May 30, 2008.

The Ukrainian Railways (the Employer) intends applying the proceeds of a loan from the European Bank for Reconstruction and Development (EBRD) towards the cost of the Ukrainian Railways: Fast Passenger Trains Project – Beskyd Tunnel and intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Invitation for Prequalification is issued.

The Employer intends prequalifying firms and joint ventures to tender for the following contract to be funded from part of the proceeds of the loan:

Beskyd Tunnel – Design and Construction for Civil Works and Track Works
Design and Installation for E&M Works

The scope of work under this Contract includes the works for:

Design and Construction for Civil Works and Track Works

• Design and Construction of access roads in the vicinity of East and West portals of the existing railway tunnel with an approximate length of 2.5 km of each access road.

• Design and Construction of a new double-track railway tunnel with a length of 1,822 m and an excavation cross section of up to 115 m². The Tunneling Method is to be determined by the design.

• Design and Installation of tracks for the new Beskyd Tunnel.

Ukrainian Railways reserve the right to exclude the Installation of tracks for the new Tunnel from the scope of work.

Design and Installation for E&M Works

• Design of all E&M Works for the new Beskyd Tunnel.

• Electrical installation including power, signalization and telecommunication for the new Beskyd Tunnel.

• Mechanical installation for the new Beskyd Tunnel.

Ukrainian Railways reserve the right to exclude the E&M Works from the scope of work.

The Beskyd tunnel and the Project Area are located in the South West of Ukraine along the railway line that joins railway stations Lavochne at the Northeast side and Volovets at the Southwest side of the tunnel. The immediate (smaller) railway stations on each side of the Beskyd tunnel are Beskyd at the Northeast side and Skotarske at the Southwest side of the tunnel.

The altitudes in the project area range between about 780 m.a.s.l. (at railway level) to a maximum of 1,014 m.a.s.l. The project area is hilly and mountainous, with the highest peak (of 1,014 m.a.s.l) named Vysokiy Tyn.

The estimated schedule for the Design and Construction for Civil Works and Track Works is from April 2009 until September 2011.

The estimated schedule for the Design and Installation of E&M works is from May 2009 until November 2011.

Prequalification and tendering for the contract to be financed with the proceeds of a loan from the Bank are open to firms and joint ventures of firms from any country.

If requested, the documents will be promptly despatched by courier at tenderer's cost, but no liability can be accepted by Ukrainian Railways for loss or late delivery.

The prequalification documents must be duly completed and delivered to the address below, on or before 12:00 p.m. (Kiev time), 21 July 2008. Documents which are received late may be rejected and returned unopened.
