Kozloduy International Decommissioning Support Fund

In November 1999, the Bulgarian Government and the European Commission signed an Understanding in which the Bulgarian Government undertook a firm commitment to close and decommission Units 1 - 4 of the Kozloduy Nuclear Power Plant (KNPP) at the earliest possible dates. The Kozloduy International Decommissioning Support Fund (KIDSF) has been established and is administered by the European Bank for Reconstruction and Development (EBRD). One of the purposes of this Fund is to finance, or co-finance preparation and implementation of selected projects, which would require procurement of goods, works and services for modification of existing plant systems and construction of new decommissioning facilities in an environmentally safe and cost effective manner.

A Project Management Unit has been established and is in operation on the Kozloduy NPP site to manage the projects notified below.

This General Procurement Notice is an update to the General Procurement Notice published on 8th August 2008, and draws attention to the following new upcoming procurement activities:

• Independent Environmental Impact Assessment for Project for the Supply of a Facility for Treatment and Conditioning of Solid Radioactive Waste with a High Volume Reduction Factor

This Project is to provide an Independent Environmental Impact Assessment (EIA) for the described facility.

Among the currently available technologies, the Plasma Melting Technology will achieve the volume reduction factor required and a Plasma Melting Facility will be installed at KNPP for processing the historic Solid Low and Intermediate Level Radioactive Waste currently stored and for the future wastes yet to be generated.

The assignment has to be carried out in compliance with the relevant environmental standards and regulations of Bulgaria and in compliance with the EBRD’ s Environmental and Public Information Policies. Under the EBRD Environmental Policy the project would be screened as A-level, requiring an Environmental Impact Assessment and public consultation as set out in the Bank’s Environmental Policy.

The expected duration of the contract implementation is sixteen calendar months.

• Complex Vehicle Weighbridge for KNPP Units 1-4

This procurement notice is for the provision of a Complex Vehicle Weighbridge for KNPP to enable logging of material weight as it leaves the KNPP site to ensure that the road transport regulations are complied with. The Weighbridge should use load-cell technology. The contractor shall design, supply, install and commission the Weighbridge at the KNPP location itself. The contractor will also provide operator training.

The expected duration of the contract implementation is six calendar months.

• Supply of different types of containers for transport and storage of materials resulting from dismantling works

The purpose of this project is the supply of containers for transport and storage in near surface storage facilities of materials and wastes resulting from the dismantling works. A Feasibility Study on the optimal conditioning and packaging regimes for the wastes associated with the dismantling of equipment, systems and buildings during the Decommissioning of Units 1-4 of KNPP is being carried out for provision of containers for transport and storage in near surface storage facilities of materials and wastes resulting from the dismantling works.

The expected duration of the contract implementation is twelve calendar months.

• Size Reduction and Decontamination Active Workshop – Design, Construction and Equipment Supply and Installation

This project is to provide a range of facilities and equipment for size reducing and decontaminating dismantled contaminated materials from dismantling activities at Kozloduy NPP Units 1-4. The SRDAW will be constructed as a permanent building that insures an effective containment so as to prevent the spread of radioactive material to the environment. It will be compartmentalized into separate zones for size reduction, decontamination and cable processing.

The expected duration of the contract implementation is thirty-five calendar months.

• Size Reduction Areas in Turbine Hall – Design and Equipment Supply and Installation

Two areas will be organized under this project. They are intended for size reduction of equipment dismantled from the Turbine Hall. They will be equipped with manually and remote controlled machines for size reduction, suction ventilation equipment and laboratory for surface contamination monitoring.

Project is to be separated into two Lots:
- Off-the-shelf equipment for: size reduction, ventilation, transport inside the TH and furniture (work benches, tool cabinets etc
- Equipment needed for installation of ventilation units (columns, supports) and electrical equipment

The expected duration of the contract implementation is three calendar months.

• Supply of Hand Operated Equipment for Size Reduction and Decontamination Active Workshop

Tools for manual cutting and size reduction (manual saws, electrical saws, drilling machines, electrical screwdrivers, angle grinders, etc) will be procured under this project.

The expected duration of the contract implementation is six calendar months.

• Dismantling and Decontamination Tools and Equipment

The procurement notice is for design, supply and installation of technologies, tools and devices for the dismantling and decontaminating process in Turbine Hall, Reactor Buildings and Auxiliary Buildings at KNPP Units 1-4. This will include equipment for fragmentation and decontamination workshops, for dismantling of civil structures other than buildings, e.g. foundations, concrete tanks, etc., as well as free release facilities to monitor waste.

The expected duration of the contract implementation is twelve calendar months.

• Infra-structure Separation - New pipelines and measurement systems for heat, fluid flow and electricity metering

Some interconnecting systems of infrastructure (power, water, steam, etc.) will have to be modified in order to fully separate the units under decommissioning (Units 1-4) from the ones under operation (Units 5-6). This will require the procurement of new service water pipelines and valves, new Artesian pipelines and valves, new steam and hot water pipelines and valves, flow meters, electricity meters and heat meters.

The expected duration of the contracts implementation is five calendar months.

• Construction of Heat Generation Plant

As part of the physical separation of infrastructure of Units 1-4, an independent source of steam and heat will be required. This source will be powered up only if both units 5 and 6 are shut down temporarily for maintenance purposes. However it will have to have enough capacity to supply heat for the district heating loop of Kozloduy town and the KNPP site. The Heat Generation Plant will use gas as a source of fuel.

The procurement notice is for design, supply and implementation of a heat-generating plant.

The expected duration of the contract implementation is forty-three calendar months.

• Elaboration of Environmental Impact Assessment for Heat Generation Plant

An Environmental Impact Assessment for the Heat-generation plant to be built is required and it is to be performed by an independent consultant.

The expected duration of the contract implementation is fifteen calendar months.

• Decay Storage Site for Transitional Radioactive Waste

This project is for the design, construction, testing and commissioning of a site for temporary storage of transitional radioactive waste. These waste will have been processed through a free release measurement system and determined to be unsuitable for immediate free release and will therefore be stored for decay and subsequent re-monitoring.

The expected duration of the contract implementation is twenty-two calendar months.

• Information Centre for Decommissioning

The existing information centre at Kozloduy NPP, Kozloduy Cultural Community Centre and KNPP Sofia Office are to be developed to include Information Centres for Decommissioning. The project will identify new media forms, models and equipment required and manage the procurement of these. The topics to be covered and the media to be used will be agreed with KNPP.

The expected duration of the contract implementation is nine calendar months.

• Site for Conventional Waste from Decommissioning

During the dismantling of the Turbine Hall, Auxiliary Buildings and non-contaminated parts of the Reactor Building a significant quantity of solid waste will be generated. It is expected that a large quantity of these wastes will be released from regulatory control.

This project is for the design, construction, testing and commissioning of a site for the storage of conventional waste from decommissioning of KNPP Units 1 – 4, its location is to be determined by KNPP.

The expected duration of the contract implementation is nineteen calendar months.

• Inventory, Treatment and Conditioning of Contaminated Soil

This project is to carry out a survey of the KNPP decommissioning site and provide an inventory of contaminated ground. Following this, suitable methodology and equipment to allow remediation will be procured.

The expected duration of the contract implementation is twenty-four calendar months.

• Concrete Core Sampling Analyses

This project is for the provision of services of a specialist contractor to carry out core sampling and analysis of concrete structures, e.g. the reactor pond walls and other structures which come into contact with contaminated water to determine the depth of any contamination to allow the decommissioning of the structures to be accurately planned.

The expected duration of the contract implementation is ten calendar months.

• Asbestos Removal Equipment

This project is for the design, construction, testing and commissioning of equipment and materials for KNPP personnel to safely remove and store asbestos material from the Turbine Hall, Reactor Building and other buildings on KNPP site during decommissioning. This will also include the training of KNPP personnel in the required techniques and procedures to undertake the asbestos abatement.
The expected duration of the contract implementation is three calendar months.

• Training and Development in Decommissioning

This project is for the training and development of KNPP personnel in the areas of decommissioning. Training will be by a number of different methods – training courses at KNPP, external training courses and “on-the-job” training at other reactor sites.
The expected duration of the contract implementation is twelve calendar months.

• Development of management options for the storage of very low level radioactive waste (VLLW)

This project is for the elaboration of options and assistance in the selection of the best methodology for storage of very low level radioactive waste at the Kozloduy NPP site. It will develop the concept and selection of the methods for the disposal, taking into account existing facilities and suitable sites at the Kozloduy NPP; and develop design documentation, Safety Analysis and Environmental Impact Assessment Reports.

The expected duration of the contract implementation is eighteen calendar months.

Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the KIDSF rules and will be open to tenderers from eligible countries as of 7 August 2009 which are: the EU member states, Switzerland and the EBRD’s countries of operation. All goods and services shall be produced in or supplied from the eligible countries.
