GENERAL PROCUREMENT NOTICE

RUSSIAN FEDERATION

VOLZHSKI WATER PROJECT

The City of Volzhski of the Volgograd Oblast (the City)has applied to the European Bank for Reconstruction and Development (the Bank) for the loan of 360 mln RUB and intends to use proceeds of the loan to finance the project for modernisation of the municipal water supply and waste water treatment sector. The project includes the following components:

(i) rehabilitation and modernisation of the water supply and waste water treatment systems;
(ii) development of financial and operational performance of the municipal enterprise “Vodokanal” (which provides water supply and waste water treatment services) through implementation of the Corporate Development Plan.

The proposed project, which has a total estimated cost of RUB 486 million (approximately EUR 11.2 million equivalent) will require the procurement of the following goods, works and services:

1. Construction of water main;
2. Reconstruction of chlorination unit for hypochlorite use;
3. Reconstruction and extension of the waste water treatment plant;
4. Construction of sludge dewatering unit;
5. Reconstruction of sludge beds;
6. Financial and operational performance improvement programme (FOPIP)
7. Project implementation support, including engineering, design, procurement and contract supervision.

It is expected that the tenders for the above mentioned contracts would commence in Q3 2009.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
