GENERAL PROCUREMENT NOTICE

RUSSIAN FEDERATION
SURGUT MUNICIPAL SERVICES DEVELOPMENT PROJECT

Surgut Municipal Unitary Enterprise “Gorvodokanal” has applied for a loan from the European Bank for Reconstruction and Development to implement an investment project to improve wastewater services in the City of Surgut. The proposed project, which has the total estimated costs equivalent to EUR 50,000,000 will require procurement of the following goods, works and services:

• Construction of gravity collector
• Construction of pressure wastewater main
• Construction of wastewater pumping station
• Project implementation support

Open tenders for the above works are expected to commence in the fourth quarter of 2009.

Contracts to be financed with the proceeds of the loan from the European Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII or the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
