GENERAL PROCUREMENT NOTICE

This notice is an update of the General Procurement Notice originally published on EBRD web site on 14 July 2006 and updated on December 3, 2007.

The City of Vologda has received a loan from the European Bank for Reconstruction and Development (“the Bank”) and intends using the proceeds of the loan as well as donors funds to finance an Investment Programme for the Municipal Water Services Development Project (the “Project”). The Project includes rehabilitation of water and wastewater infrastructure, and modernization of water and wastewater treatment facilities.

The project has been included on the priority list under the Northern Dimension Environmental Partnership (“NDEP”) and is co-financed from the NDEP support funds.

The project, which has a total estimated cost of Euro 17 million equivalent commenced in 2008 is being implemented, and will require procurement of the following works and services to be financed from NDEP’s and local funds:

• Reconstruction of Water Pumping Stations (Zonal Pumping Station)
• Reconstruction of Water Supply Networks
• Rehabilitation of Waste Water Treatment Plant

Tendering for the above contracts is expected to start in the second half of 2009.

Tendering for the contract for rehabilitation of the wastewater treatment plant to be financed with the proceeds of a grant from NDEP will be subject to the Bank's Procurement Policies and Rules and will be open to firms from EU member countries, Norway, Canada, EBRD countries of operations. The proceeds of the grant will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
