Ignalina International Decommissioning Support Fund
LitPol Link (Power interconnection between Lithuania and Poland)
This General Procurement Notice is an update to the General Procurement Notice published on 25th April 2008 and draws attention to the upcoming procurement activities.
The Ignalina International Decommissioning Support Fund (IIDSF), administered by the European Bank for Reconstruction and Development (EBRD), was established in 2001 to grant finance and/or co-finance selected decommissioning projects and measures in the energy sector which are consequential to the final shutdown of Ignalina NPP.
Approval of the projects financing is subject to the decision of the IIDSF Assembly of Contributors. The contents of the projects may be modified by the Assembly.
Lietuvos Energija AB, is a shareholder of LitPol Link sp. z o.o. - the Project Development Company registered in Warsaw, Poland, which was established to develop the LitPol Link project. The project comprises the construction of the two-circuit 400 kV overhead line connecting Alytus (Lithuania) and Elk (Poland) substations, the construction of back-to-back converter stations in Alytus and the reconstruction of Alytus and Elk substations.
Lietuvos Energija AB has received a €2 million grant from IIDSF and intends to use the proceeds of this grant via LitPol Link sp. z o.o. for the procurement of the following consultancy services for the project development within the scope of initial phase of the project:
a. Preparation of territorial planning and environmental impact assessment procedures and documents for the 400 kV overhead power transmission line between Alytus substation – border of the Republic of Poland
b. Feasibility study, technical documentation and territorial planning for reconstruction and extension of the Alytus substation with a back-to-back converter station
Further procurement of works and services for implementation of the interconnection of the Lithuanian and Polish power systems is optional and will be subject to further approval.
Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the IIDSF Rules and will be open to tenderers from eligible countries as of 1 June 2009: the EU Member States, Norway, Switzerland and the EBRD's Countries of Operations. The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
