GENERAL PROCUREMENT NOTICE

This General Procurement Notice is an update of the notice first published on 23 July 2007

The State of Bosnia and Herzegovina has received the loan from the European Bank for Reconstruction and Development for a project to rehabilitate priority road sections in the two Entities (Republika Srpska and the Federation of Bosnia and Herzegovina) in order to bring the network up to maintainable standard. In addition, the Project will improve the efficiency of the road sector through the provision of consultancy services to assist both with the introduction of performance based maintenance contracts and with the enhancement of Financial Management Information Systems (‘MIS’). The project, which has a total estimated cost equivalent to EUR 75 million, will require the procurement of the following works, services and goods:

• Civil works on rehabilitation and reconstruction of priority road sections in the Federation of Bosnia and Herzegovina with total length of 454 km;
• Civil works on rehabilitation and reconstruction of priority road sections in Republika Srpska with total length of 394 km;
• Consultancy Services related to the preparation and implementation of Performance Based Maintenance Contracts on selected pilot regions of the road network;
• Consultancy services to assist with developing a Business Plan and to enhance financial Management Information Systems
• Purchase of IT software and hardware, and training, to enhance existing Financial Management Information Systems
• Purchase and introduction of a weather information system for roads in Republika Srpska

The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Contracts to be financed with the proceeds of a loan from the European Bank for reconstruction and Development will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country.
