GENERAL PROCUREMENT NOTICE

 

SUE “Vodokanal of St. Petersburg” (the “Company”) has applied for a loan from the European Bank for Reconstruction and Development (“EBRD”) to finance the part of the Programme “NEVA CLOSURE OF DIRECT DISCHARGES OF UNTREATED WASTEWATER” and intends using the proceeds of the loan towards financing the cost of the project for improvement of collection and treatment of wastewater of the Northern part of the City of St. Petersburg.

The Project is co-financed by the European Bank for Reconstruction and Development, Nordic Investment Bank (“NIB”), European Investment Bank (“EIB”), EBRD Shareholder Special Fund (“SSF”), Northern Dimension Environmental Partnership (“NDEP”), Swedish International Development Cooperation Agency, Ministry of the Environment of Finland and other donors, the City of St.Petersburg, the Russian Federation and the Company.

The proposed project, which has a total estimated cost of EUR 187 million, will require the procurement of the following works and services:

• Connection of discharges (micro-tunnelling)
• Civil works for Main Neva Tunnel Collector Pumping Station
• M&E Equipment for Main Neva Tunnel Collector Pumping Station
• Procurement support for grant funded contracts for Main Neva Tunnel Collector Pumping Station
• Construction off gas and control buildings
• Modernization of Northern WWTP
• M&E Equipment for Northern WWTP
• Concept design for Northern WWTP
• Modernization of Central WWTP
• Overall Project implementation and procurement support
• Lenders' Monitoring services

Tendering for the above contracts is expected to begin in the 2nd half of 2009.

Contracts to be financed with the proceeds of loans from EBRD, NIB and EIB as well as grant from SSF will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

Contracts to be financed with the proceeds of the NDEP grant will be subject to the Bank's Procurement Policies and Rules but will be limited to goods and services produced in or supplied from the countries of the Contributors of NDEP or the Countries of the EBRD operations. Upon proposal by the Fund Manager, the Assembly may determine whether there are special circumstances that would make it appropriate to authorise procurement from sources other than those referred to above. Current contributors include the EU countries, Canada, Norway and Russia.

Contracts to be financed with the proceeds of the grant funds will be procured subject to the procurement rules of the respective Grant Agencies.
