ELECTRICITY TRANSMISSION REHABILITATION PROJECT, PHASE II

GENERAL PROCUREMENT NOTICE

This notice is an update to the General Procurement Notice previously published for this project on EBRD website dated 25/03/2008.

The Kazakhstan Electricity Grid Operating Company (KEGOC) intends using the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) for a project to rehabilitate substations in order to ensure reliable and safety operation of National Power Grid. The proposed project, which has a total estimated cost of EUR 255 million equivalent, will require the procurement of the following goods, works and services:

• Refurbishment of transmission substations, including replacement of high voltage and power equipment as well as protective relays equipment at KEGOC’s 9 branches (55 substations) divided into the following packages:

Package 1. Refurbishment of transmission substations at Akmolinskie MES (9 substations), Sarbaiskie MES (6 substations), Severnye MES (6 substations);

Package 2. Refurbishment of transmission substations at Aktubinskie MES (3 substations), Zapadnye MES (4 substations), Shymkentskie MES (10 substations);

Package 3. Refurbishment of transmission substations at Almatinskie MES (6 substations), Vostochnye MES (3 substations), Tsentralnie MES (8 substations).

Prequalification for the above contracts is expected to begin in the second quarter of 2009.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
