GENERAL PROCUREMENT NOTICE
This GPN updates GPN Reference Number 5561-GPN-33391, which was published on the Bank’s web-site on 27 June 2007.
Romania was granted a loan from the European Bank for Reconstruction and Development (the “Bank”) and intends using the proceeds for a project to construct a road by-pass of the city of Constanta. The Romanian National Company of Motorways and National Roads (the “RNCMNR”) will be the implementing agency. The proposed project, which has a total estimated cost of EUR 259 million equivalent, for works, land acquisition, taxes and consultancy services, proposed to be financed by the Bank and Romania, will require the procurement of the following outstanding works:
(a) Works to rehabilitate up to 10 major bridges in the Constanta National Roads and Bridges Regional Directorate.
(b) Repairs and rehabilitation works to up to 7 of 92 flood-damaged locations (road sections and bridges) on the national roads network.
Procurement process for the above contracts is currently ongoing.
Contracts to be financed with the proceeds of the loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. Open Tendering process based on international tender is planned for the execution of works, except for item (b) for which a Local Competitive Tendering process takes place.
The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

This notice refers to works to be procured through open tendering for projects financed by the EBRD. Potential tenderers desiring additional information on the procurement in question or the project in general should, unless indicated otherwise, contact the project agency and not the EBRD.
