The following notice updates the General Procurement Notice (GPN) published on 12 July 2007 on EBRD Website under ref: 5574-GPN-37598.

State enterprise National Power Company “Ukrenergo” or (“NPC Ukrenergo”), Kiev applied for the loan from the European Bank for Reconstruction and Development (EBRD) and the European Investment Bank (EIB) toward financing part of the cost of the Rivne-Kyiv High Voltage Line and the extension of the 750kV substation in Kyiv (the “Project”).

The Project consists of the following parts:

A. Construction of a 750 kV overhead line between Rivne NPP and the new 750/330 kV Kiev substation, length – 353 km;
B. Construction of a diversion of the existing Khmelnytsk to Chernobyl NPP 750 kV overhead line into 750/330kV Kiev substation, length – 135 km;
C. Expansion and rehabilitation works at 750/330 kV Kiev substation by an installation of the second 750/330kV automatic transformer;
D. Construction of two 60 km 330 kV lines from 750/330 kV Kiev substation.

NPC «Ukrenergo» intends to apply the proceeds of the EBRD loan to payments for the appropriate works, goods and related services to be procured under single point of responsibility construction contracts as well as following consulting services:
- Project Management Consultant to assist NPC “Ukrenergo” in the implementation of the Project, and
- Lender’s Consultant to monitor the implementation of the Project.

The project will be coordinated by NPC “Ukrenergo”.

Tendering for the above contracts is expected to begin in September 2008 with pre-qualification of applicants for the construction contracts.

Contracts to be financed with loans from the mentioned Funding Sources will be subject to EBRD Procurement Policies and Rules and will be open to firms from any country. The proceeds of these loans will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
