LitPol Link (Power interconnection between Lithuania and Poland)

General Procurement Notice

The Ignalina International Decommissioning Support Fund (IIDSF), administered by the European Bank for Reconstruction and Development (EBRD), was established in 2001 to grant finance and/or co-finance selected decommissioning projects and measures in the energy sector which are consequential to the final shutdown of Ignalina NPP. Approval of the projects financing is subject to the decision of the IIDSF Assembly of Contributors. The contents of the projects may be modified by the Assembly.

Lietuvos Energija AB, being a shareholder of a future LitPol Link project development company, intends to using the proceeds of a Grant from the IIDSF administered by the EBRD for the following:

1.Consultancy services to support the LitPol Link project development company in the project development activities within the scope of initial phase of the project and, in particular, for:

Phase 1:
Preparatory works, including required studies and assessments, the environmental impact assessment, territorial planning, technical planning and design works, business/financial planning, etc. (for the period 2008-2010);
Phase 2:
Procurement of works and services for implementation of the power interconnection, including preparation of the tender documentation, tendering process and management of contract implementation (Phase 2 is optional and subject to further approval; for the period 2010-2012).

2.Implementation of the interconnection of the Lithuanian and Polish power systems (LitPol Link project includes construction of the two-circuit 400 kV overhead line connecting Alytus (Lithuania) and Elk (Poland) substations, with back-to-back converter stations in Alytus and reconstruction of Alytus and Elk substations).

The tendering for the above contracts is expected to begin in the third quarter of the year 2008 (for the contract under point 1 above) and in 2010 (for contracts under point 2 above).

Tendering will be open to firms that qualify under the EBRD’s Procurement Policies and Rules and Rules of the IIDSF. The eligible countries as at 1 April 2008 are: the EU Member States, Norway, Switzerland, all so-called PHARE countries and the EBRD's Countries of Operations. The proceeds of the Grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
