The projects announced within this procurement notice will be financed from the Bohunice International Decommissioning Support Fund (BIDSF), administered by the European Bank for Reconstruction and Development. One of the purposes of this Fund is to finance or co-finance the preparation and implementation of selected projects that aim the necessary restructuring, upgrading and modernisation in the energy sector and improving energy efficiency.

This General Procurement Notice draws attention to the forthcoming tenders for technical specification, procurement preparation, management, supervision and implementation of projects for Demand Side Energy Efficiency Measures in Public Buildings (hospitals, schools and others) in Slovakia. The purpose of the project is improvement of the energy efficiency by rehabilitation of the existing energy installations, reducing energy losses and energy consumption. Implementation is conditional to the approval of Assembly of Contributors

1. Demand Side Energy Efficiency Measures in Public Building

The projected scope of measures and areas, where improvements are necessary, may include among others the following:
(i) Supply and installation of new demand side control devices that regulate the heat supply in compliance with the real consumption needs;
(ii)Supply and insulation or change of the old thermal insulation of roofs, external walls, floors of the buildings with ones that meet the heating balance criteria;
(iii)Supply and replacement or adjustment of windows in order to improve the heating balance of buildings;
(iv) Improvement of the ventilation system in compliance with the heating balance of buildings;
(v) Supply and rehabilitation of heating substations, heating and hot water systems of the buildings;

2. Consultancy Service to the Slovak Innovation and Energy for technical specification, procurement preparation, management, supervision and implementation of projects.

The invitation for tenders for the implementation of the projects is expected in the third quarter of 2008. The invitations for the expression of interests for the consultancy services are expected beginning second quarter of 2008.The invitations will be open to firms that qualify under the Procurement Policies and Rules of the EBRD and the BIDSF*).
