This Notice follows the General Procurement Notice for this project, which was published on the European Bank for Reconstruction and Development’s website on June 19, 2006.
The City of Surgut has received a Loan of 700 million Rubles from the European Bank for Reconstruction and Development and intends using its proceeds to implement a program of investments to assist the City in development of effective model for refurbishment of municipal housing stock erected during the period of mass construction in 1970-1985. The pilot project will focus on refurbishment of selected municipal housing stock erected during this period.
The proposed project is intended to be implemented in two phases.
The procurement of the following contracts is envisaged:
Phase I:
- Design, construction of one new 16-storey apartment block with in-built ground floor premises including external engineering networks and land development.
Phase II:
- Demolition of two existing large panel apartment blocks;
- Design, construction of two 240-apartment buildings including external engineering networks and land development.
Open tendering for the above works is expected to begin in the fourth quarter of 2007.
Contracts to be financed with the proceeds of the loan from the European Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
