The City of Pyt’-Yakh (the City) has applied to the European Bank for Reconstruction and Development (the Bank) for a loan and intends using its proceeds to co-finance a priority investment program in municipal and utility infrastructure under the Program of the Khanty-Mansi Autonomous Okrug – Yugra "Development and Modernization of the Housing and Communal Sector of the Khanty-Mansi Autonomous Okrug – Yugra for 2005–2012". The Priority Investment Program will include:
(i) rehabilitation and upgrading of central heating substations, district heating distribution networks and energy auditing of the heating system with an objective to improve efficiency of services and optimize costs;
(ii) construction, rehabilitation and upgrade of water treatment facilities and water distribution networks and development of the hydraulic model of the water supply system;
(iii) construction, rehabilitation and upgrade of wastewater treatment facilities, pumping stations, sewerage collection networks and mains and other auxiliary investments;
(iii) development of financial and operational performance of the municipal company that provides services in the field of municipal and utility infrastructure through implementation of corporate development program;
The proposed project, which has a total estimated cost of approximately EUR 15 million equivalent, will require the procurement of the following goods, works and services:
Water Component
• Water Treatment facilities rehabilitation
• Construction of water supply pipeline
• Development of the hydraulic model of the water supply system
Waste Water component
• Upgrade of waste water pumping stations
• Construction of a collector
• Rehabilitation of existing collectors
• Development of the hydraulic model of the wastewater collection system
District Heating Component
• Reconstruction of individual heating substations
• Rehabilitation and expansion of district heating distribution networks
• Energy audit of the district heating system
The above mentioned contracts will be tendered in Q3-Q4 2008.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
