Liquid Radwaste Treatment Plant Completion



The following notice refers to goods, works, or consultancy services to be procured through open and competitive tendering process for completion of the Liquid Radwaste Treatment Plant financed from the Nuclear Safety Account (NSA), administered by the European Bank for Reconstruction and Development (EBRD). Potential tenderers requiring additional information on the procurement in question or the project in general should contact the ChNPP Project Management Unit, as indicated below and not EBRD.

The purpose of the LRTP Facility is to perform the volume reduction and solidification of LRW for further long term storage at the Integrated Central Storage for Radioactive waste Material.
The contract with the previous general contractor and the physical activities on the project were stopped on the 15th September 2006 following contract termination. Termination of the Contract prior to completion has resulted in the Facility being incomplete in terms of design, procurement and supply of equipment, installation and testing of components, Systems pre-commissioning and commissioning. Additionally the computerized process control system requires to be put into operation meeting the Ukrainian norms and standards.

State Specialized Enterprise Chernobyl NPP intends to apply to EBRD to utilise a portion of the funding to complete the Chernobyl Liquid Radwaste Treatment Plant. The scope of work identified to complete LRTP has been split into packages. Potential contractors may express interest for an individual package or both.

• Complete the procurement, installation and testing of the Facility equipment, perform pre-commissioning and commissioning of the systems and Facility, followed by the final Facility handover.
• Complete the computerized process control system and associated services.

Tendering for contracts for the above-mentioned services, works and goods is expected to commence in the second quarter of 2008.

Tendering will be open to firms that qualify under the Procurement Policies and Rules of the EBRD. The eligible countries as at 1 July 2007 are: Austria, Belgium, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Spain, Slovak Republic, Slovenia, Sweden, Switzerland, UK, all so-called ‘PHARE’ countries and the EBRD's Countries of Operations. The proceeds of the grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
