Kozloduy Nuclear Power Plant - General [Procurement Notice]

The projects announced within this procurement notice will be financed from the Kozloduy International Decommissioning Support Fund, established in 2001 for supporting the decommissioning of units 1-4 of the Kozloduy nuclear Power Plant. One of the purposes of this Fund is to finance or co-finance the preparation and implementation of selected projects that aim the necessary restructuring, upgrading and modernisation in the energy sector and improving energy efficiency.

This General Procurement Notice draws attention to the forthcoming tenders for technical specification, procurement preparation, management, supervision and implementation of projects for Demand Side Energy Efficiency Measures in Public Buildings (hospitals, schools and others) and Energy Efficiency Improvements of Street Lighting Systems of certain municipalities in Bulgaria. The purpose of the project is improvement of the energy efficiency by rehabilitation of the existing energy installations, reducing energy losses and energy consumption.

1. Demand Side Energy Efficiency Measures in Public Building (the PB project)
The projected scope of measures and areas, where improvements are necessary, may include among others the following:

 Supply and installation of new demand side control devices that regulate the heat supply in compliance with the real consumption needs;
 Supply and insulation or change of the old thermal insulation of roofs, external walls, floors of the buildings with ones that meet the heating balance criteria;
 Supply and replacement or adjustment of windows in order to improve the heating balance of buildings;
 Improvement of the ventilation system in compliance with the heating balance of buildings;
 Supply and rehabilitation of heating substations, heating and hot water systems of the buildings;
 Supply and replacement of incandescent tungsten lamps with compact fluorescent lamps;
 Supply and rehabilitation of air conditioning systems.

Budget for the PB project: €7.3 million

2. Energy Efficiency Improvements of Street Lighting Systems (the SL project)
The projected scope of measures and areas, where improvements are necessary, may include among others the following:

 Supply and replacement of inefficient luminaries including dismounting of the old luminaries and consoles and mounting new ones;
 Supply and replacement of obsolete poles and cables including their dismounting and mounting the new ones;
 Supply and installation of control systems;
 Training of the personnel involved in the street lighting operation.

Budget for the SL project: €3.1 million

3. Consultancy Service to the Ministry of Economy and Energy for the supervision of the implementation and for the evaluation of the results for the PB project. The consultant shall regularly visit the sites, supervise the implementation, advice the owners of the PB and sign off the payments.

Budget: €100,000.00

The invitation for tenders for the implementation of the PB and SL projects are expected in the fourth quarter of 2007. The invitations for the expression of interests for the consultancy services are expected in first quarter of 2008.The invitations will be open to firms that qualify under the Procurement Policies and Rules of the EBRD and the KIDSF.

The eligible countries as at 1 July 2007 are: EU member states, Switzerland, all so-called PHARE countries and the EBRD's Countries of Operations. The proceeds of the grant shall not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
