This notice updates the General Procurement Notice for this project, which was first published on 3 June 2004.

The Municipality of Bucharest [the Municipality] intends using the proceeds of a loan from the European Bank for Reconstruction and Development [the Bank] to: (a) improve infrastructure in a Pilot Area of the Historic Zone; (b) implement the first phase of an Urban Traffic Control (UTC) system; and (c) supply and install control and automation systems in heat exchange sub-stations of the district heating network of Bucharest Radet (the district heating company serving Bucharest). The proposed project, which has a total estimated cost of EUR91 million equivalent will require procurement of the remaining goods, works and services:

District Heating

Installation of control and automation systems, pumps and valves in 240 of RADET’s heat exchange sub-stations. Supply and installation of balancing valves at the consumer level for approximately 12.000 staircases.

Tendering for the remaining contracts will commence in the last quarter of 2007.

Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.
