The following notice refers to goods, works and services to be procured
through open tendering for projects financed by the Kozloduy International
Decommissioning Support Fund which is administered by the European Bank for
Reconstruction and Development (EBRD).

Kozloduy International Decommissioning Support Fund
In November 1999, the Bulgarian Government and the European Commission signed
an Understanding in which the Bulgarian Government undertook a firm commitment
to close and decommission Units 1 - 4 of the Kozloduy Nuclear Power Plant
(NPP) at the earliest possible dates. The Kozloduy International
Decommissioning Support Fund (KIDSF) has been established and administered by
the European Bank for Reconstruction and Development (EBRD). One of the
purposes of this Fund is to finance, or co-finance preparation and
implementation of selected projects, which would require procurement of goods,
works and services for modification of existing plant systems and construction
of new decommissioning facilities in an environmentally safe and cost
effective manner.
A Project Management Unit has been established and is in operation on the
Kozloduy NPP site to manage the projects notified below.
This General Procurement Notice is an update to the General Procurement Notice
published on 2nd August 2006, and draws attention to the following new
upcoming procurement activities:
• Control of liquid and gaseous releases for the units under decommissioning
at Kozloduy Nuclear Power Plant.
In 2004 the EC issued a Recommendation (2004/2/Euratom) to standardise the
information for radioactive substance release from Nuclear Power Plants to the
environment. This includes liquid and gaseous releases. During the
decommissioning phase, decontamination operations will take place which could
lead to airborne and liquid discharges that need to be monitored.
The procurement notice is for supply and installation of equipment in line
with the recommendations.
• Facility for retrieval and processing of the solidified phase from
evaporator concentrates tanks located in auxiliary buildings I and II at
Kozloduy Nuclear Power Plant.
Evaporator concentrates are currently stored in 10 tanks in Auxiliary
Buildings 1 and 2 in a volume of about 5000 m3. Some of these concentrates
have been stored in the tanks since 1974 and have precipitated out to form
solid crystalline and liquid phases in the tanks. The removal of the liquid
and solid crystalline phases is required to empty and clean the tanks and
allow dismantling work to start.
The procurement notice is for the two following scope:
Provision of a service for detailed sampling of the contents of the tanks to
determine the chemical, radiological and physical properties of the
concentrates.
Supply of technology and equipment for retrieval, conditioning and storage of
the evaporator concentrates (salts). One of the key requirements is not to
increase the volume of the salts as a result of removal and conditioning.
• Evaluation of the radiological inventory of Units 1-4 optimisation of the
conditioning and packaging regimes for the wastes associated with the
dismantling process.
This procurement notice is for the following two phases:
First phase:
Provision of complete service for detailed evaluation of the radiological
status of equipment, structures, compartments and rooms of Units 1-4 of the
Kozloduy NPP. Assessment of the total radiological inventory of the units in
order to harmonise the dismantling process with waste packaging and storage.
Second stage:
Based on the results of the radiological inventory, provision of service in
form of a feasibility study, for optimisation of the packaging and the storage
regimes of waste.
The optimisation of the waste storage facilities in Bulgaria will also be
reviewed, particularly with respect to very low level near surface waste
facilities.
• Dismantling and Decontamination Tools and Equipment
The procurement notice is for design, supply and installation of technologies,
tools and devices for the dismantling process. This will include equipment for
fragmentation and decontamination workshops, for dismantling of civil
structures other than buildings e.g. foundations, concrete tanks, etc.
• Preparation of the implementation of “Construction of Heat Generation Plant”
As part of the physical separation of infrastructure of Units 1-4, an
independent source of steam and heat will be required. This source will be
powered up only if both units 5 and 6 are shut down temporarily for
maintenance purposes. However it will have to have enough capacity to supply
heat for all 6 units and for the district heating loop of Kozloduy town
The procurement notice is for design, supply and implementation of a heat
generating station.
• Preparation of the implementation of the separation of infrastructure of
Units 1-4
Some interconnecting items of infrastructure (power, water, steam, etc.) will
have to be modified in order to fully separate the units under decommissioning
(Units 1 to 4) from the ones under operation (Units 5-6).
The procurement notice is for design, supply and implementation of these
modifications.
• Decontamination and Treatment Equipment (DTE), Emergency Boron Tank EBT
equipment
The purpose of the Decontamination and Treatment Equipment (DTE) is to remove
the loose contamination from the surfaces, floors and other components of the
pools and tanks.
• Independent Environmental Impact Assessment for Project for supply of a
Facility for Treatment and Conditioning of Radioactive Wastes with High Volume
Reduction Factor (VRF)
This Project is to provide an Independent Environmental Impact Assessment
(EIA) for the described facility.
Among the currently available technologies, the Plasma Melting Technology will
achieve the volume reduction factor required and a Plasma Melting Facility
will be installed at KNPP for processing the historic Solid Low and
Intermediate Level Radioactive Wastes currently stored and for the future
wastes yet to be generated.
The assignment has to be carried out in compliance with the relevant
environmental standards and regulations of Bulgaria and in compliance with the
EBRD’s Environmental and Public Information Policies. Under the EBRD
Environmental Policy the project would be screened as A-level, requiring an
Environmental Impact Assessment and public consultation as set out in the
Bank’s Environmental Policy.
• Supply of Vehicle Exit Monitors, Weighbridges to Gates 3 and 6 and Supply
of Additional Monitors
Vehicle Exit Monitors
Vehicle Exit Monitors to be provided at Gate 3 and 6 to ensure the activity of
materials leaving the KNPP site is below the radiological threshold for
release. The monitors shall be based on multi channel gamma radiation
detection The Contractor shall supply, install and commission the monitors at
each location. The Contract will also provide operator training for the site
staff.
Weighbridges
Weighbridges to be provided at Gate 3 and Gate 6 to enable logging of material
weight as it leaves the KNPP site and ensure the road transport regulations
are complied with. The weighbridge shall be road surface mounted and use load
cell technology. The Contractor shall supply, install and commission the
weighbridges at each location. The Contract will also provide operator
training for the site staff.
Supply of Additional Monitors
A portable germanium detector for in-situ measurement of gamma radioactivity
is required for monitoring the areas outside the controlled area. One unit has
already been purchased for use within the controlled area, this additional
unit will remove the need to transfer the monitor across radiological zones.
• Supply of size reduction and decontamination workshops for Kozloduy NPP
Site
This project is to provide a range of facilities and equipment for size
reducing and decontaminating dismantled materials from the Turbine Halls and
Auxiliary Buildings at Kozloduy NPP Units 1-4 as addressed in
PMU-DTR-ENPR-0617. The proposed facilities are envisaged to be used also for
size reduction and decontamination of the dismantled materials from the other
plant areas, including the Reactor Building.
Project will be implemented and split into the following phases:
Design, construction and supply of equipment for size reduction and
decontamination workshop.
Design and supply of equipment for size reduction areas inside the Turbine
Hall
Supply of hand-held equipment for size reduction and decontamination
workshop
• Environmental Impact Assessment for decommissioning at KNPP site
The purpose of this project is to prepare an independent Environmental Impact
assessment as required by Bulgarian regulations
An updated Decommissioning Strategy has been established; it has been approved
by KNPP and the Bulgarian Authorities in June 2006. This Strategy is based on
a continuous and immediate dismantling process. Dismantling can be started
only after the Issuance of a Decommissioning Permit by the Bulgarian Nuclear
Regulatory Agency (BNRA). Prior to issue of this permit, an Environmental
Impact Assessment (EIA) for the decommissioning shall be prepared. The
Decision made by the Ministry of Environment and Waters based on this EIA is a
prerequisite for the Decommissioning Permit Issuance.
The assignment has to be carried out in compliance with the relevant
Environmental Standards and Regulations of Bulgaria and in compliance with the
EBRD’s Environmental and Public Information Policies. Under the EBRD
Environmental Policy the Decommissioning of a NPP would be screened as
A-level, requiring an Environmental Impact Assessment and public consultation
as set out in the Bank’s Environmental Policy.
• Supply of Equipment for Removal of Liquid Borate Waste
Provision of materials and equipment to allow KNPP personnel to install
pipe-work systems to remove the liquid phase from the Borate salt tanks prior
to removal of the solid phase
