This notice updates the General Procurement Notice published on the EBRD web site on 11 July 2006.

Hydro OGK, the company managing major part of hydro generation facilities in the Russian Federation, applied to the European Bank for Reconstruction and Development, London, United Kingdom (EBRD) for the financing of the rehabilitation of the hydro power stations of the 10,000 MW Volga-Kama hydro cascade.

The proposed project has a total estimated cost of around 6.3 billion Roubles (190 Euro million), proposed to be financed by the EBRD, and will require the procurement of the following goods and works:

a) supply and replacement of hydraulic units and water turbines at Volzhskaya HPP, Zhigulevskaya HPP, Kamskaya HPP, Cascade of VV HPPs, Saratovskaya HPP.

b) reconstruction of outdoor switchgears at Volzhkaya HPP, Votkinskaya HPP.

Procurement of goods and services listed above will be carried out following the results of open tender processes.

Procurement will follow the Bank’s Procurement Policies and Rules (PP&R) for Public Sector Projects. Design, methodology and procedures of Testing of Equipment, Operational Schemes and Constructive details of equipment should fully comply with GOST Norms (last edition) or in case of GOST Norms absence any equivalent international standard.

Pre-qualification for above mentioned Projects will be conducted through prequalification procedure specified in the Bank Guidelines. Prequalification will be announced in due time.

Contracts to be financed with the proceeds of a loan from the EBRD will be subject to its Procurement Policies and Rules and will be open to firms from any country. The proceeds of the EBRD's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law or official regulation of the purchaser's country.
