This General Procurement Notice (GPN) updates the GPN for this project published in Procurement Opportunities, on 25 April 2007  

S.C. Centrala Electrică de Termoficare (CET).Iaşi S.A. has applied for a loan from the European Bank of Reconstruction and Development and intends using the proceeds for refurbishment of the city district heating.

The Project, which has a total estimated cost of about 31.8 million €, proposed to be financed by the Bank, the Swiss Government and S.C.CET Iasi S.A, will require the procurement of the following goods, works and services:

• Supply and Installation of thermal modules (expected to be partly donor funded)
  
• Supply and Installation of the equipment in the Central Sub-stations, including the automation equipment (expected to be partly donor funded)
  
• Rehabilitation Works for the Central Sub-stations, including Buildings Rehabilitation
  
• Rehabilitation Works for the Heat Distribution Network
  
• PIU Consultants (design, tender and general supervision) (already contracted, donor funded)
  
• Corporate Development Programme (donor funded)

Prequalification of tenderers, if any, for the above contracts is expected to begin in the first quarter of 2008, while the Tendering is expected to start in the 2nd quarter 2008. Technical Assistance commenced in November 2006 and the Corporate Development Programme will start in the 2nd quarter 2008.

Contracts to be financed with the proceeds of a loan from the bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser’s country.
