Assignment Description: The European Bank for Reconstruction and Development ("EBRD" or the "Bank") intends to engage a consultant to take the stock of international best practices supporting energy efficiency efforts in the transport sector (including roads and other modes of transport) and to make analysis of the current energy efficiency situations in the transition region. The consultant will make concrete and feasible recommendations to EBRD on the policies on energy efficiency when financing transport projects.
Under a new transport policy, EBRD is expected to commit seriously on the energy efficiency/ climate change issues. This should include a number of new policy measures to address these problems (such as the introduction of carbon related taxation, congestion charges, setting the vehicle standards and imposing annual vehicle inspections, etc.). However, since this is a new territory for EBRD, the Bank does not have enough experience/knowledge in this area. EBRD intends to engage a consultant to advise the Bank on international best practices as well as failed attempts before making firm and responsible recommendations to the authorities in the countries of operations.
The main objectives of the assignment shall be: The most important task of the proposed TC is take stock of international best practices of energy efficiency measures in the transport sector. The scope of work also includes the estimation of GHG emission levels caused by growing transport sector activities and the analyse the current conditions and policies (and willingness) of local authorities in the transition region. To recommend an action plan to EBRD.
Assignment Duration: up to 4 months. Contract extension is not envisaged.
Maximum Budget Available for the Assignment: EUR 140,200; exclusive of VAT.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purchased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: It is anticipated that the contract will be financed through EBRD's donor funded Technical Cooperation Funds Programme.
Eligibility: There are no eligibility restrictions; however, consultant selection and contracting will be subject to availability of funding from an appropriate donor.
Consultant Profile: The consultant will be a firm or a group of firms demonstrating experience in similar assignments.
One or two energy efficiency experts are required who demonstrate experience/knowledge in the area of transport. Lead expert should demonstrate policy experience by international standards and educational background in transport or environment/ energy efficiency areas. It is preferred that a junior expert is Russian speaking as communications in Russian language is likely to be required. Project or investment experience is also an advantage.
Submission Requirements: Interested consultants are hereby invited to submit expressions of interest. In order to determine the qualifications and competence of consulting firms seeking to be shortlisted, the information submitted should include the following:
- company profile(s), organisation and staffing; - details of experience or similar assignments undertaken in the previous five years, including their locations; - CVs of staff who could be available to work on the assignment.
The above information should not exceed 25 pages excluding CVs.
Expressions of Interest should be submitted, in English, electronically through eSelection. If hard copies need to be submitted then six copies of the above information, in English, should be submitted to the Bank in an envelope marked Expression of Interest for Regional: Energy Efficiency Policies in the Transport Sector, to reach the Bank not later than the closing date.

Note: Selection and contracting will normally be made from responses to this notification. The consultant will be selected from a shortlist, subject to availability of funding (from an appropriate donor - dependent on whether or not donor has approved funding).
