INVITATION FOR EXPRESSION OF INTEREST
The Bohunice International Decommissioning Support Fund (BIDSF), administered by the European Bank for Reconstruction and Development, was established in November 2001 to finance and/or co-finance selected projects over a period of approximately 10 years amounting to approximately EUR 624 million. Slovenská inovačná a energetická agentúra (SIEA) is undertaking a programme of Energy Efficiency in Public Buildings measures which are consequential to the decision taken by the Slovak Republic to bring Bohunice Nuclear Power Plant, Units 1 and 2 (Bohunice V1 NPP) to final shutdown in 2006 and 2008 respectively.
Older buildings which don’t have a considerable reconstruction don’t fulfil requirements of thermal-technical norms as required today. The status of heating, climate and ventilation system as well as the lighting system is inefficient. The objective of the project(s) is to increase the Energy Efficiency in the Public Buildings Several measures could be considered eg insulation, double glazing et cetera.
In order to manage all aspects of the implementation of the abovementioned projects, a Project Management Unit (PMU) was established within the organisational structure of SIEA
SIEA applied for a Grant from the BIDSF, administered by the European Bank for Reconstruction and Development (EBRD), to finance the projects and the services of a project management and engineering consulting organisation (PMU Consultant).
SIEA intends to use the proceeds of the Grant from the BIDSF towards the cost of a PMU Consultant (approximately November 2008 – February 2011) to support the Project Management Unit.
The PMU Consultant is to assist and support SIEA via established PMU in the management, implementation and monitoring of the subject projects. The project will be realized in two phases. In the first phase the tender documentation for the Energy Efficiency Measures shall be developed, procured and applicable contracts shall be in place. The phase 2 activities of the Consultant will be defined from outputs and requirements resulting from the first phase but is in general the monitoring the implementation of the project.
The PMU Consultant shall provide necessary management, procurement, engineering, project activities and contract administration / management assistance to the PMU to assure that all aspects of the project are implemented in a timely and cost effective manner and to the appropriate safety and environmental standards. The Procurement of reconstruction measures will be implemented in accordance with the EBRD procurement policies and rules.
The PMU Consultant will report to the Head of the PMU. The Head of the PMU will be appointed by SIEA and legally empowered to act on behalf of SIEA in all matters relating to the discharge of the overall responsibility for the execution project.
The PMU Consultant’s assignment is expected to commence at the beginning of the fourth quarter 2008 for a period of approximately two and a half years. It is expected that the engagement of the PMU Consultant is not more than 18 months flexible allocated within an overall duration of approx 30 months.
Participation in the tender will be open to firms that qualify under the Procurement Policies and Rules of the EBRD and the BIDSF1.
Firms or joint venture partnerships interested in this PMU Consultant assignment, hereinafter referred to as firms, are invited to submit an Expression of Interest. Short-listed firms will be formally invited to submit proposals following this invitation. A firm (and/or its associates and affiliates) selected for PMU Consultant assignment, will be requested to limit its role to that of PMU Consultant and disqualify itself from work in any other capacity (including tendering on any part of the Project) except that of consulting services for follow on services.
Consultant’s Profile
The PMU consultant must provide evidence of experience in the following key areas
- Instructions and guidance related to the supervision of projects mainly in the construction area
- Procurement and project activities
- Supervision of the implementation of energy efficiency projects in buildings and technical equipment of buildings
- Definition of energy efficiency measures following assessment of energy audit reports
- Monitoring and appraisal of project results
Experience in Slovakia shall be considered an advantage
In order to determine the capabilities and experience of the firms seeking to be short-listed the following information shall be submitted in English:
- Company/Team of experts/consortium profile
- Details of previous assignments related to the task of the PMU Consultant (project references within a 5 year period)
- Professional CVs of experts/ Team Leader
The above information should not exceed 15 pages excluding CVs
