European Bank for Reconstruction and Development (“EBRD”) intends to engage
recently retired executives to work as top level, part-time environmental
advisors for companies in Eastern Europe and the CIS countries, under the
rapidly expanding TurnAround Management (TAM) Programme. TAM has already
helped more than 800 such enterprises to improve their performance by
providing them with new contacts with international customers, suppliers and
sources of finance, and advising on internal reorganisation.
The programme is set to expand specifically to provide environmental advice,
such as 1) identifying major environmental / safety issues, 2) quantifying the
benefit for considering environmental measures, 3) recommending improvement
through energy and resource saving, and 4) training on environmental and
health & safety aspects.
The client companies have 50 to 1,000 employees and are in manufacturing of
industrial and consumer products, as well as heavy industry, food processing,
and transportation. The TAM Programme sends a suitably qualified Environmental
Advisor(s) to work with the client enterprise’s management for about 24 days
spread over a one year period
To qualify, potential candidates must meet the following criteria:
• Recently retired either as senior executives or senior operational directors
of industrial companies;
• A high level of experience enabling them to advise on the environmental
aspects of companies, as well as in-depth knowledge of their industry sector;
• Excellent interpersonal skills and the authority to influence the top level
of enterprise management.
• Fluent in written and spoken English.
TAM is funded by governmental grants. Environmental Advisors’ fees are set at
a standard rate of EUR 500 per day. As this environmental programme is a new
initiative, there is a need to expand TAM’s pool of highly motivated
environmental advisors who enjoy the challenge and satisfaction of sharing
their expertise with management learning to survive in the new market oriented
economies of Eastern Europe and the CIS countries.

The primary opportunities for the environmental advisors will be under the
TAM/JECF Environmental Support Programme. Under this Programme the eligibility
of consultants/advisors engaged is restricted to Japanese nationals for 67% of
the total funding envelope of Euro 774 500. There are no eligibility
restrictions for the remaining funds.
