The  (0.1Mb) Environmental Advisory Council (ENVAC) created shortly after the Bank was founded in 1991, is an independent body of environmental specialists who advise the EBRD on environmental issues such as policy, international standards, technical development, emerging trends and future opportunities.

ENVAC members are appointed for three year periods, and are selected based on professional expertise as well as their potential to contribute to the development of EBRD’s policies and programmes. They represent a wide spectrum of interests including non-governmental organisations, the private sector, academic and research institutions.

ENVAC members and EBRD staff maintain regular contacts between the meetings, which are normally held twice a year.

Urkhan K. Alakbarov, Azerbaijan

Professor Alakbarov is a former Vice-president of the Azerbaijan National Academy of Sciences. He developed his professional career in the field of environmental management, both natural and social, and focused on sustainability-oriented and human-centred development. He has had a wide range of experience in international organisations, as a member of steering committees, and as coordinator and expert, including Institute de la Vie (Paris, 1980-1988), American Health Foundation (USA, 1992-2000), International Programme on Environmental Health (USA, 1992-1997), World Health Organisation regarding Chemical Safety (1987-1992), editorial boards of international journals and others.

Starting in 1986, Professor Alakbarov has chaired the UNESCO National MAB (Man and Biosphere) Committee in Azerbaijan and he has worked as a member of the International Coordinating Committee of this programme (UNESCO, Paris, 1999-2004). In the mid-1990s he worked within UN Baku office as project coordinator and advisor for UNDP Human Development Projects in Azerbaijan.  Later on, his activity in UNDP involved reporting the progress of UNDP programmes in Azerbaijan and other countries. During recent years, Professor Alakbarov has helped establish the first business sphere Human Development Centre in Azerbaijan in collaboration with BP and other partners for the provision of sustainable development in communities. He is the author of 11 books and more than 300 scientific works/papers. Professor Alakbarov has held lectures and seminars on environmental management and sustainable development in the US, Sweden, Germany and other countries. 

Andrzej Kassenberg, Poland

Dr Kassenberg is an expert on sustainable development policy at the national and regional level. He has degrees in geography from the University of Warsaw and technical sciences from the Institute of Architecture and Urban Planning of the GdaƄsk University of Technology, and has trained in environmental impact assessment in the UK and Japan. He is a member of many professional organizations and consultative bodies in domestic and international institutions and has lectured extensively in Poland and the US. Dr Kassenberg served as a member of the National Environmental Protection Council over the years 1988-1996 and was the founder and first chairman (1990-1994) of the Environmental Impact Assessment Commission of the Polish Ministry of Environmental Protection, Natural Resources and Forestry. Dr Kassenberg was one of the original members of the EBRD Environmental Advisory Council in 1991.

Presently, Dr Kassenberg is president of the Institute for Sustainable Development (NGO think-tank institution), active since 1991 and a member of several scientific committees of the Polish Academy of Sciences, the Polish Ecological Club, and the Sustainable Development Council of the Prime Minister’s Office. Dr Kassenberg has been recognized for his achievements, including being awarded the European Ford Award (Polish Section) in the field of nature conservation, the Scientific Award of the Polish Academy of Sciences, Diploma of Ministry of Environment for scientific and implementation achievements in the filed of environmental protection for report “Alternative Transport Policy for Poland Accordance with Sustainable Development Principles” and Scientific Award of Ministry of Environment for Project “Strategic Environmental Assessment of National Development Plan for years 2004 – 2006”.

Jacqueline McGlade, Canada and United Kingdom

Jacqueline McGlade is the Executive Director of the European Environment Agency. Previous posts include Professorial Fellow in Mathematical Biology at University College London, Professor in Biological Sciences at Warwick University, Institute Director at FZ Jülich and Senior Scientist in the Federal Government of Canada. Her research is primarily concerned with the governance of natural resources.

Professor McGlade is the author of Governance of Natural Resources and Theoretical Ecology, and has appeared in many radio and television programmes, including her own BBC series The Ocean Planet and Learning from Nature.

She is chairman of the Millennium Project, The Earth Centre and a member of the UK-China Forum and UK-Japan 21st Century Group.

Professor Dr Andjelka Mihajlov (Serbia and Montenegro)

Professor Mihajlov is a scientist and university professor, with a PhD in Technical Sciences and Chemical Engineering. She served as the Serbian Minister for the Protection of Natural Resources and Environment (2002-2004), leading Reform Agenda of Serbia in Environmental Sector. She was the first President of the Committee of Sustainable Development of the Government of Serbia and Head of the Serbian Delegation to the Summit on Sustainable Development in Johannesburg. Professor Mihajlov initiated the process of environmental cohesion for Balkan countries. She has worked in partnership with organizations such as World Bank, the Global Environment Facility, United Nations Environment Programme, and the European Union. She also provided input on a number of international, regional and national projects in sustainable development, environmental and waste management and related issues. Currently Professor Mihajlov teaches Environmental Engineering at Faculty of Technical Sciences – University of Novi Sad and is an advisor to the general manager of City Public Health Institute of Belgrade. She is also a member of the Committee for Environmental Protection and Sustainable Development of Serbian Chamber of Commerce and one of the founders and president of “Environmental Ambassadors.”

Nicholas A Robinson, United States

Professor Nicholas A Robinson holds the Gilbert & Sarah Kerlin Distinguished Chair in Environmental Law at Pace University School of Law. In 1978, he established Pace University's academic programs in environmental law, and has provided a wide range of governmental and academic services in international and comparative environmental law. He participated from 1974 to 1992 as the environmental law public USA delegate in the negotiations under the USA-USSR Bilateral Agreement in the Field of Environmental Protection (Area 11), and has served as a legal consultant on environmental law in Russia to the World Bank, the UNEP, and the UN Food & Agricultural Organization. 

Professor Robinson has served on the Legal Advisory Committee to the President's Council on Environmental Quality in the USA, was the General Counsel to the NY State Department of Environmental Conservation, and special counsel to the City of New York on its environmental impact assessment procedures. He directed the Asian Development Bank's capacity building program in environmental legal education in Asia and the Pacific and served two terms as the Chair of the Commission on Environmental Law in the International Union for the Conservation of Nature and Natural Resources (IUCN). Professor Robinson has taught at University College (London) and at the National University of Singapore, and has lectured at more than 150 universities, including law schools in Kazakhstan, Azerbaijan, Ukraine, Belarus, Russia, Lithuania, and Poland. He has published several books and over 150 articles on different aspects of environmental law. He earned his Juris Doctor (JD) degree at Columbia University School (New York), and has practiced law in New York and London. 

Roustam Sagitov, Russia

Dr Sagitov is an Associate Professor at St Petersburg State University, the Director of the Baltic Fund for Nature (BFN), and the Vice-President of the St Petersburg Naturalists’ Society (SPNS). He received a PhD in Zoology from St Petersburg State University and has been an exchange scientist in animal ecology at Carleton University in Canada, and a senior researcher at the Biological Institute of the Russian Academy of Sciences in Novosibirsk. Dr Sagitov is a representative of the Russian Federation in several HELCOM working groups and projects, a member of the steering committee of WWF Baltic Eco-region Programme, a member of the scientific council of the Coastal Union (EUCC), and a member of the Russian National Council of the World Conservation Union (IUCN). Professor Sagitov has authored more than 80 scientific publications.

Since 1996, as a director of BFN, Dr Sagitov has been the supervisor and coordinator of more then 30 projects related with public education, environment impact assessments, establishment and management of nature protected areas, biodiversity conservation, sustainable rural development, integrated coastal zone management, and sustainable nature tourism. In 2004, he was the Baltic Sea Prize Winner.

Marko Slokar, Slovenia

Marko Slokar is President of the Management Board of the Environmental Fund of the Republic of Slovenia and Vice-Chairman of the European Environment Agency Management Board. He has more than fifteen years experience working as an environmental engineer and consultant and in the last ten years as a high governmental official. He was State Secretary for the Environment, European Integrations and International Co-operation in the Slovenian Government, Vice-Chairman of the UN/ECE Committee on Environmental Policy, Representative of the Republic of Slovenia in different international organisations (OECD Task Force "Environment for Europe", UN/ECE Committee on Environmental Policy, European Environment Agency), Head of Slovenian Delegation and Chairman of the EU Association Sub-Committee on Transport, Environment and Energy, Head of the Negotiation Working Group on Environment for the accession of Slovenia to EU, and Member of the Slovenian Government Committee for the co-operation with OECD.

Mr Slokar was responsible for the co-ordination and developing the national environmental policy, strategies and implementation programmes, conducting the EU accession negotiations for Slovenia in the field of environment, planning and co-financing of environmental infrastructure programmes and projects, management of EU PHARE, ISPA, LIFE and Cohesion Funds and co-operation with international financial institutions and funds.

Jan-Olaf Willums, Norway

Dr. Willums is Chairman of Inspire, a venture capital group set up to invest in companies that generate an environmental and social dividend. The Group partners also with major banks in the field of Socially Responsible Investments (SRI), both in Scandinavia, the UK and France. Prior to founding the Inspire Group in 2000 he held a number of senior management positions in Storebrand and Saga Petroleum, in Norway, and Swedish Volvo Energy and Volvo Petroleum, which he headed in the 1980's In 1990 he was appointed Director of the International Chamber of Commerce Office of Environment in Paris, and as that was responsible for the Industry Forum at the 1992 Rio Conference. He became the first Executive director of the World Industry Council for the Environment (WICE), which in 1995 became the World Business Council for Sustainable Development (WBCSD). 

Among other affiliations, Dr Willums is a member of the Executive Committee of the UNEP Financial Sector Initiative, a Vice-Chairman of the Bellagio Forum and serves on the External Advisory Board of the World Bank Institute and the Private Sector Advisory Board of the World Bank's Corporate Governance Forum. He is a member of the Comité Médicis, which advises French banks on SRI. Dr. Willums received a M.Sc. from the Swiss Federal Institute of Technology and a D.Sc. from Massachusetts Institute of Technology. He served as one of the original members of ENVAC when the Bank was established in 1991.

Marta Szigeti-Bonifert, Hungary

Ms Bonifert has been Executive Director of the Regional Environmental Centre in Hungary since 2003. Before joining the REC, she spent 10 years in business working for multinational companies in various senior roles ranging from head of human resources to commercial director for the CEE region at companies such as UB/Gyori Keksz, Vivendi Telecom Hungary and the ING Group.

Ms Szigeti Bonifert earned her masters of business administration from the Katz Graduate School of Business from the University of Pittsburgh, USA with a focus on strategy and human resources. She has a degree in management from the International Management Center of Central European University and has a bachelor of science in psychology/biology from the University of Kuwait. Ms Szigeti Bonifert is a member of the Environmental Management and Law Association (EMLA) and was its first managing director. She is a founder and board member of the CEE Network for Gender Issues, vice-president of the Hungarian Foundation for Real Equal Opportunities and Hungarian civil focal point for the Gender Task Force of the Stability Pact. She is board member Europorosperitas 2010 Foundation; advisory board member of HEEEP; and advisory of Agroinnova/Torino University Scientific Committee. Her many publications span Change Management, Environmental Protection and Health, and partnerships in Strategic Environmental Assessment.

Dr Lea Kauppi, Finland

Dr Kauppi is the Director General of the Finnish Environmental Institute, holding this position since 1995, and has expertise in the areas of sustainable development, climate change, transboundary water issues, integrated assessments and policy. She is Associate Professor of limnology and land use impacts in the Department of Limnology and Environmental Conservation at the University of Helsinki. She has held numerous scientific professional positions, including her most recent role since October 2006 as chairperson of the European Commission’s 7th Framework Programme Advisory Group on Environment (including Climate Change).

Dr Kauppi’s voluntary activities include leadership roles in the Bureau for the implementation of the UN ECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes, Chair of the Working Group on Monitoring and Assessment of the convention, and Member of the European Environment Health Committee. She has been a member since 2001, and vice-chair since 2004 of the Board of Trustees of WWF, Finland.
