Since 1991, the USA has contributed €112 million to the EBRD’s technical cooperation and investment programmes. It has also contributed €190 million to the Chernobyl Shelter Fund and €26 million to the Nuclear Safety Account. The USA provides its support via several government agencies and through a variety of bilateral and multi-donor funds.
The USA is a founding member of the EBRD, with a 10 per cent capital share and a representative on the Board of Directors.

Donor funding
Since 1991, the USA has contributed €112 million to the EBRD’s technical cooperation (TC) and investment programmes. Key areas of support are the development of small and medium-sized enterprises (SMEs), the modernisation of infrastructure and the expansion of the financial sector in EBRD countries of operations and nuclear safety.
Co-financing
The United States is one of the strongest sources of foreign direct investment in the EBRD’s countries of operations. As of January 2012 the value of joint US-EBRD investment stood at €14.58 billion, of which the EBRD’s portion was €6.02 billion and the United States’ was €8.56 billion. Adding in further investment from other countries and sources, the total value of projects with US-EBRD involvement was €34.25 billion.
Consultancy services and procurement
In 2011 EBRD and its clients awarded 68 contracts with a total value of €4.12 million to US consultants placing them in the top ten consultant nationalities by value of contract awards. These consultants were involved in projects in finance, power and energy, information technology and nuclear safety.
Cooperation with American banks
The EBRD works closely with American banks within the EU/EBRD Small and Medium-Sized Enterprises (SME) Finance Facility. The Facility is channelled through local banks, leasing companies and equity funds. American financial institutions have taken part in the programme through Bulgarian and Hungarian subsidiaries of GE Finance and the Bulgarian- American Enterprise Fund.
