To help eight of the poorest countries in the region in their transition process, the EBRD has developed the Early Transition Countries (ETC) initiative. This initiative, supported by the international community, offers assistance to Armenia, Azerbaijan, Georgia, the Kyrgyz Republic, Moldova, Mongolia, Tajikistan and Uzbekistan. More than 50 per cent of the population in these countries lives in extreme poverty.

To move forward, these eight countries need to increase their levels of financial intermediation and strengthen their regulatory environments. Through its legal reform programme, the EBRD is fully committed to supporting the legal and institutional aspects of the ETC initiative, and to creating a better living environment for the people of the region.

Country law assessments

The country law assessments provide an overview of the legal environment in the bank's countries of operation, including the ETC, recent reports have been added for Azerbaijan (August 2007) and Kyrgyz Republic (July 2007).

ETC reports

Six reports have been prepared In support of the ETC initiative: the most recent being an assessment of International Commercial Arbitration.

 

Law in transition online

The Autumn 2004 edition of Law in transition online is dedicated to the Early Transition Countries and focuses on the establishment of a favourable legal environment for their development.
