The EBRD-World Bank Business Environment and Enterprise Performance Survey (BEEPS) compiles the experiences of approximately 20,000 firms in 26 transition countries plus Turkey in three rounds: 1999, 2002 and 2005 (see the list of countries and country codes
(0.1Mb)). Furthermore, to set a benchmark for the transition countries, a survey of comparator countries was conducted in 2004-2005 in two rounds.
This dataset is provided by the EBRD and the World Bank to encourage continuing research and input into policy dialogue with countries in Central and Eastern Europe and the Commonwealth of Independent States.
The survey examines the quality of the business environment as determined by a wide range of interactions between firms and the state. BEEPS has been supported by the Japan Europe Cooperation Fund and the Multi-donor Fund for the Early Transition Countries.

BEEPS background
In 2005, the EBRD conducted the third round of the BEEPS in collaboration with the World Bank. The first round of the BEEPS, in 1999, surveyed 4,100 enterprises from 24 transition countries (including Republika Srpska as a separate sampling unit in Bosnia) and Turkey. The sample size increased to 6,667 firms from 26 transition countries and Turkey in the second round of the survey in 2002. The latest round of the BEEPS covered around 9,500 firms in 26 transition countries and Turkey.
Approximately 1,700 of the enterprises surveyed in BEEPS 2005 were part of a manufacturing overlay to the survey, in which additional manufacturing enterprises (outside the normal sample stratification) were surveyed in the following seven countries: Armenia, Azerbaijan, Poland Hungary, Romania, Moldova and Kazakhstan. Observations belonging to the manufacturing overlay component are identified by the variable ‘table6’. Dropping these observations will yield a comparable sample design across all countries.
Countries and number of enterprises covered
BEEPS 1999 covers 4,104 enterprises in 25 countries: Albania, Armenia, Azerbaijan, Belarus, Bosnia, Bulgaria, Croatia, Czech Republic, Estonia, FYR Macedonia, Georgia, Hungary, Kazakhstan, Kyrgyz Republic, Latvia, Lithuania, Moldova, Poland, Republika Srpska, Romania, Russia, Slovak Republic, Slovenia, Ukraine, Turkey and Uzbekistan.
BEEPS 2002 covers 6,667 enterprises in 27 countries: BEEPS 1999 countries plus Serbia and Montenegro, and Tajikistan.
BEEPS 2004 covers 4,453 enterprises in 7 countries: Germany, Greece, Ireland, Portugal, Spain, South Korea and Vietnam.
BEEPS 2005 covers 9,655 enterprises in 27 countries: BEEPS 2002 countries (including a manufacturing overlay).
BEEPS 2005 manufacturing overlay covers 1,713 enterprises in 7 countries: Armenia, Azerbaijan, Hungary, Kazakhstan, Moldova, Poland and Romania.
Accessing and using the BEEPS dataset
For the details of the sample characteristics of each round of the survey, please follow the links to the respective report on sampling and implementation. The distribution of the sample between manufacturing and service sectors was determined according to these sectors’ relative contribution to the GDP in each country. Firms that operate in sectors subject to government price regulation and prudential supervision, such as banking, electric power, rail transport, and water and waste water, were excluded from the sample.
As to size, companies that had 10,000 employees or more were excluded from the sample, as were the firms that started their operations in 2002, 2003 and 2004. Around 90% of the sample comprises small and medium enterprises. Concerning ownership, most firms were privatised or had always been private from the start of their operations. Foreign owned companies (with foreign stakes of at least 50%) and state-owned companies accounted for approximately 10% and 9% of the total sample respectively.
Panel component
The sample also included a panel component of approximately 1,500 firms. These were firms that participated in both the 2002 and 2005 rounds of the BEEPS. To make the matching of the panel firms between 2002 and 2005 datasets possible, the latter includes the variable ‘seno2002’, comprising the serial numbers of the participant firms from the former survey.
Comparator surveys
Apart from the BEEPS 2005, a comparator survey was implemented in 2004 with a sample size of around 3,300 enterprises in 7 non-transition economies. Initially, the comparator survey was carried out in Germany (approx. 1200 enterprises), Greece (approx. 550 enterprises), Portugal (approx. 500 enterprises), South Korea (approx. 600 enterprises) and Vietnam (approx. 500 enterprises). Later on, Spain (approx. 600 enterprises) and Ireland (approx. 500 enterprises) were also included in the survey. The sampling design and the survey instrument used in the comparator survey in 2004 were identical to BEEPS 2005.
Conditions for use of the BEEPS datasets
All users of the data are asked to cite the data as the "EBRD-World Bank Business Environment and Enterprise Performance Survey (BEEPS)". For the same reason, we request that the dataset not be further distributed, to ensure that new users see and read this screen.
