In 2008 the TAM Programme started its operations to support local small and medium enterprises in Turkmenistan and since then has utilised some of the world’s most experienced business leaders in projects to advise companies on how to modernise their management practices and improve turnover and productivity at no cost to the company itself. As of June 2009, 6 projects have started in a wide variety of sectors and industries, including food retail, food and beverage manufacturing and paper manufacturing. Each company was individually screened to assess eligibility for TAM Assistance and in its final stage will be assessed against objectives agreed at the start of the project.

For each project, a team composed of a regional Team Coordinator, a Senior Industrial Adviser and very often with a Specialist together provides specific management industry advice to key managers and hands-on support such as mentoring, teaching, on the job training of commercial and technical know how in sales and marketing, production, finance or organisational topics.

Each enterprise is selected after screening by the TAM Team Coordinator, who assesses eligibility for TAM assistance and coordinates the operations of TAM’s highly skilled Senior Industrial Adviser and Specialist in the field. Objectives are set at the beginning of each project and reassessed during the final visit to the company. A TAM project is evaluated in four stages, firstly by the Team Coordinator and Senior Advisor in charge of the project, secondly by the CEO of the enterprise, thirdly by an independent evaluator and finally by the TAM/BAS HQ in London. The main areas subject to the evaluations are: development of a marketing strategy, introduction of a management information system, improvement in production environment, existence of a feasible business plan and establishment of new foreign contacts.

A total of approximately €0.4 million of funds, from multi donor funds and Ireland has been invested to finance these projects.

To mark the commencement of activities under the TAM Programme, the EBRD office in Ashgabat, with the assistance of regional TAM Team coordinator, Vasilis Kyriakou, has organised a launch event in July 2009, bringing together representatives from local government and enterprises, ambassadors, guests from international organisations and foreign business leaders.

A feasibility study is planned with a view to initiating BAS activities in 2010.
