The TAM programme began in the early 90s, with initial funding from the EBRD, the United Nations Development Programme, the EU, the Nordic Council of Ministers and Japan. Since then, with strong funding support the EU and 21 individual donor countries, nearly 1360 TAM projects have been undertaken utilising over € 87 million of donor funding.
The BAS programme was established in 1995 as part of a broad initiative by the Nordic Council of Ministers to assist the transition of the Baltic States to market-based economies. A variety of donors have provided nearly € 58 million, allowing BAS to carry out over 5100 projects.
